Arafat's reforms are illusionary - and he is still smuggling weapons

Reforms

However insistent Palestinian calls on their leaders to overhaul their ruling
system may be, no single group dares suggest that Yasser Arafat be “reformed” out of
his job as Palestinian Number One. He is therefore secure in the knowledge that the
only reforms in his governing regime will be orchestrated by himself – or not at all.
In the meantime, as a sop to his following in Europe and the Israeli left wing, he
issued vague promises to overhaul his institutions in the first speech he delivered
in months on May 15 to the Palestinian Legislative Council in Ramallah.
The applause from Washington was as vague as the speech’s content.

According to DEBKAfiles ’s intelligence sources, the information on the desks of the Bush
team present a picture in sharp contrast to the general impression conveyed. In a word,
during his months in confinement in Ramallah, the last thing on his mind was the
rehabilitation of his people and restructuring of his government on a healthier basis.
Instead he determined to take his campaign of violence further and deepen his ties
with his allies in Baghdad and Tehran via the Lebanese Hizballah.

Arafat's war call

To avoid laying himself open to charges of incitement, the Palestinian leader wrapped this
signal to his following round with euphemisms and subliminally inflammatory symbols,
confident that references to the Prophet and religious-belligerent motifs would serve
to rally his terrorists to fresh efforts.

For instance, his stress on the Truce of Hudaybiyeh, first referred to at his Johannesburg
mosque speech in 1994, one year after signing the Oslo Peace accords with Israel, when
he called on Muslims the world over to join the Palestinian jihad and liberate “our
capital”, Jerusalem.

That truce, signed by the Prophet Muhammed with the infidel tribes of Quraish, whom he
later exterminated, became the precedent for the injunction to Islams to violate
accords they sign with infidels as soon as opportune. According to this precept,
Arabs view an enemy’s readiness for peace as a weakness to be exploited.

Arafat’s rallying cry for a jihad to liberate Jerusalem was more subtly conveyed at the
Legislative Council meeting. He singled out the high priest of the ancient Samaritan
community of Nablus for four demonstrative kisses.
The Samaritans, or Shomronim, of whom there are only a few hundred, are divided between
the West Bank town of Nablus - at the foot of Mount Gerizim - and the Israeli town of
Holon. They recognize no Jewish writings after the Pentateuch, claim to have inhabited
the Shomron (Samaria) continuously for 4,000 years, and make the burning of the
sacrificial lamb on Mount Gerizim the central rite of their religious calendar.
The Nablus community supports the Palestinian cause. Arafat for his part demonstratively
joined one historic Samaritan claim by declaring more than once that the Jewish holy
mount never was Zion in Jerusalem but in Nablus (the last time to great surprise of
President Clinton).

Weapon smuggle

Arafat is not content with invoking Islamic history. Late last month, opposite the Lebanese-
Israeli frontier, Israel sank a Hizballah arms ship bound for the Gaza Strip. This
vessel was larger than the Karin-A Palestinian arms-running freighter, which was
intercepted on the Red Sea in January with 50 tons of smuggled Iranian arms in its holds.
Israeli prime minister Ariel Sharon, hearing the vessel was gone, was furious at missing
yet another chance to show the world the tools of Arafat’s “peace of the brave”: various
types of missiles, heavy mortars, anti-air and anti-tank weapons, mines and quantities of
explosives and ammunition.

Israeli helicopters and missiles went into action for fear the boat would slip past into
Egyptian waters and unload on the Sinai coast. From there, the illegal shipment would
be smuggled into the Gaza Strip through the tunnels constantly dug by the Palestinians
and destroyed by the Israeli army in a cat and mouse game. This week, Israeli troops blew
up a 100-meter tunnel through which ran a telephone connection at both ends. Israeli
military commanders complain that Egypt is not lifting a finger to obstruct this traffic.

Strategic alliances

The Iran-Hizballah connection with the Palestinians focuses once again on the Gaza Strip’s
strongman, Muhamed Dahlan, a key middleman in the alliance, who also played an important
back-room role in setting up the Karin-A gun-running operation from Iran.

Looking into reports that the Americans have their eye on Dahlan as Arafat’s successor,
DEBKAfiles cites a senior Washington source as saying: “We know Dahlan very well indeed
and know all about his operational links with the Hizballah and Iranian representatives
in Lebanon. This makes him very problematical.”

Rather than the Americans, the party keenest on Dahlan’s claim is the head of Egyptian
intelligence General Omar Suleiman, who has been pushing him forward.

Arafat and reforms

Our sources in the US capital were also told exclusively that in view of all this information,
the White House has backed off sending CIA chief George Tenet to the Middle East.
President Bush’s original intention was for him to consolidate all the Palestinian
security and police bodies into a single force, as the key to the reform process.
No one in Washington now believes that Arafat can be separated from any overhauling
of the Palestinian Authority and, with him in charge, the process will be a mockery.

The only plan being seriously weighed in Washington for now is an invitation to the Israeli
and Palestinian officials to joint Tenet in Washington some time next month as a lead-in
to the Middle East peace conference due this summer.

Hoe indringend het Palestijns beroep op de leiders om het systeem grondig te hervormen
ook is, er is geen enkele groep die durft voor te stellen dat Yasser Arafat uit zijn baan
als Palestijnse Numero Uno "weghervormd" moet worden.
Daarom weet hij zeker dat de enige hervormingen in zijn regime door hem zelf doorgevoerd gaan
worden - of helemaal niet.

Intussen doet hij vage beloften, bedoeld als zoethoudertjes, aan zijn aanhangers in Europa
en in de Israëlische linkervleugel, in zijn eerste toespraak in maanden op 15 mei tot de
Palestijnse Vertegenwoordiging in Ramallah.

Arafats oproep tot oorlog

Het applaus uit Washington was even vaag als de inhoud van zijn speech. Volgens DEBKAfiles
bronnen in de veiligheidsdienst, geeft de informatie op het bureau van Bush, daar neergelegd
door Israël, een plaatje dat sterk in tegenstelling is daarmee.
Kortom, tijdens zijn maand gevangenschap in Ramallah was het laatste waar Arafat aan dacht,
de rehabilitatie van zijn volk en het vernieuwen van zijn regering op een gezondere basis.
In de plaats daarvan besloot hij vast om zijn gewelddadige campagne voort te zetten (zoals
we gezien hebben in Netanja), en zijn banden met zijn bondgenoten in Bagdad en Teheran
nauwer aan te halen via de Libanese Hezbollah.

Om te voorkomen dat hij beschuldigd wordt van opruiing, verpakte de Palestijnse leider dit
sein aan zijn volgelingen in eufemismes en versluierde opruiiende symboliek, in het vertrouwen
dat referenties aan de profeet en heilige-oorlogmotieven erin zullen slagen om zijn terroristen
tot nieuwe pogingen aan te zetten.

Bijvoorbeeld, de nadruk die hij legde op het Bestand van Hudaybiyeh, waar hij voor het eerst
over spreekt in 1994, tijdens zijn toespraak in de moskee van Johannesburg in Zuid-Afrika,
één jaar nadat hij de Oslo-accoorden ondertekende, (waarin hij geweld afzwoer)
riep hij de Moslims over de hele wereld op om mee te doen met de Palestijnse jihad om "onze"
hoofdstad Jeruzalem te bevrijden.

Die wapenstilstand van Hudabiyeh, getekend door de profeet Mohammed met de 'ongelovige' stammen
van de Quraish, die hij later uitmoordde. werd het schoolvoorbeeld van het gebod voor Islamieten
om de verdragen die ze tekenen met ongelovigen te negeren zodra hen dat goed uitkomt. Volgens
dit voorschrift zien de Arabieren de bereidheid van een vijand tot het sluiten van vrede als
een zwakheid die uitgebuit moet worden.
Arafats oproep tot een jihad om Jeruzalem te bevrijden was subtieler verwoord op de vergadering
van de Palestijnse Vertegenwoordiging. Hij vereerde de hogepriester van de oude Samaritaanse
gemeenschap van Nabloes met vier demonstratieve zoenen.

De Samaritanen, of Shomroniem, waarvan er een paar honderd zijn, leven verdeeld tussen de stad
Nabloes op de West Bank - aan de voet van de berg Gerizim - en in de Israëlische stad Cholon
(bij Tel Aviv).
Ze erkennen geen Joodse geschriften van na de vijf boeken van Mozes (de eerste bijbelboeken),
beweren 4000 jaar lang ononderbroken in Samaria te hebben gewoond, en hebben als hoogtepunt
van hun religieuze jaar het verbranden van het offerlam op de berg Gerizim. De gemeenschap in
Nabloes steunt de Palestijnse zaak.

Arafat verklaarde meer dan eens openlijk dat hij het eens is met de Samaritaanse bewering dat
de Joodse heilige berg nooit Zion in Jeruzalem was, maar dat die in Nabloes lag (de laatste
keer tot grote verrassing van president Clinton).

Wapensmokkel

Voor Arafat is het niet genoeg om de Islamitische geschiedenis aan te roepen. Eind vorige
maand deed Israël voor de Libanese kunst een schip van de Hezbollah, volgeladen was met wapens
zinken. Dit schip was groter dan de Karine-A - het Palestijnse wapenvrachtschip, dat in juni
op de Rode Zee werd onderschept met 50 ton gesmokkeld Iraans wapentuig in het ruim.
De Israëlische premier, Ariel Sharon, was woedend toen hij hoorde dat het schip weg was, omdat
hij nog eens een kans had gemist om de wereld te tonen wat het gereedschap van Arafat is voor
zijn "Vrede der Dapperen": diverse types raketten, zware mortieren, luchtafweergeschut, anti-
tankraketten, mijnen en grote hoeveelheden explosieven en munitie.
Israëlische helicopters en raketten kwamen in actie uit angst dat de boot zou wegglippen
naar Egyptische wateren. Van daar uit zou illegale vracht de Gaza Stroook in gesmokkeld worden
via de tunnels, die steeds opnieuw gegraven worden door de Palestijnen en opgeblazen door het
Israëlische leger in een kat-en-muisspel.
Deze week bliezen de Israëlische troepen een tunnel op van 100 meter lang, waardoor een tele-
foonlijn liep. Israëlische militaire leiders klagen dat Egypte geen vinger uitsteekt om dat
verkeer te blokkeren.

Strategische verbonden

De Iran-Hezbollah Connectie met de Palestijnen concentreert zich weer eens rond de sterke man van
de Gazastrook, Muhammed Dahlan, een sleutelfiguur in het verbond. Hij speelde ook een belangrijke
rol op de achtergrond bij het opzetten van de Karine-A wapensmokkeloperatie vanuit Iran.

Wat betreft berichten dat de Amerikanen hun oog hebben laten vallen op Dahlan als de opvolger
van Arafat, zei een hoge functionaris tegen DEBKAfiles: "We weten heel goed wie Dahlan is,
en we weten alles over zijn operationele banden met de Hezbollah en de Iraanse vertegenwoordiging
in Libanon. Dat maakt hem zeer problematisch."
Meer nog dan de Amerikanen wil het hoofd van de Egyptische veiligheidsdienst, generaal Omar
Suleiman, Dahlan vooruitschuiven als leider.

Onze bronnen de hoofdstad van de VS hoorden rechtstreeks dat het Witte Huis met het oog op dit
nieuws, het plan heeft laten vallen om George Tenet, hoofd van de CIA naar het Midden-Oosten
te sturen. President Bush wilde dat Tenet alle Palestijnse veiligheids- en politieorganisaties
in één enkele organisatie zou onderbrengen, als hoofdmoot van de hervormingen.

Niemand in Washington gelooft nog dat wat voor hervormingen dan ook van de Palestijnse Autoriteit
gescheiden van Arafat kan plaatsvinden, en zolang hij aan het hoofd staat, is het hervormings-
proces een lachertje.

Het enige plan dat in Washington op dit moment serieus overwogen wordt, is een uitnodiging aan de
Israëlische en Palestijnse bewindslieden om volgende maand bij Tenet in Washington te komen als
eerste stap naar een Vredesconferentie voor het Midden-Oosten die deze zomer gehouden zal worden.
