Investigation into PA spending of European funds

The European Union's anti-fraud office announced yesterday it was investigating the alleged misuse of EU funds donated to the Palestinian Authority. The announcement came one day after members of the European Parliament said they had gathered enough signatures to require the establishment of a special committee of inquiry into reports that EU funds were being used to finance terrorist organizations.

Following an evaluation of information it had received over recent months, the European Anti-Fraud Office (OLAF) "opened an external investigation in relation to allegations of misuse of funds donated by the European Union in the context of EU budgetary support to the Palestinian Authority," an official statement said.

OLAF Director-General Franz-Hermann Bruner announced the probe, saying it follows "evaluations of information received in recent months from a number of various sources, and related to allegation of misuse of European funds allocated to the Palestinian Authority."

"We decided to announce it publicly after media reports that an investigation was underway," OLAF spokesman Alessandro Buttice said. According to Buttice, the OLAF inquiry has been going on for several months.

The European Commission provides the Palestinian Authority with $10.8 million a month to help meet salary costs. De aankondiging kwam een dag nadat leden van het Europese Parlement zeiden dat ze genoeg handtekeningen hadden verzameld om een speciale onderzoekscommissie in te stellen naar rapportage dat de gelden van de EU gebruikt werden om terroristische organisaties te financieren.

Een maand lang werd de informatie geëvalueerd die over de laatste maanden beschikbaar was gesteld. Daarna "opende" het Europese Fraudebestrijdinginstituut(OLAF) "een extern onderzoek met betrekking tot beschuldigingen van misbruik van gelden gedoneerd door de Europese Unie voor steun van Europa aan de begroting van de Palestijnse Autoriteit" , aldus een officiële verklaring.

De directeur-generaal van de OLAF, Franz Herman Bruner kondigde het onderzoek aan, met als reden dat het de "evaluatie volgt die in de afgelopen maanden van een aantal verschillende bronnen, en het staat in verband met aantijgingen van misbruik van Europese fondsen die toegewezen zijn aan de Palestijnse Autoriteit."

De Europese Commissie voorziet de Palestijnse Autoriteit van $10,8 miljoen per maand om de salariskosten te dekken. Deze week verzocht een groep van wetgevers van de EU onder leiding van de Franse Europarlentariër François Zimeray het Europese Parlement om een eigen onderzoek te houden in hoe de gelden van de EU voor de PA worden besteed.
